To import furniture to Saudi Arabia from Türkiye, the Saudi importer of record registers each product on SABER, obtains a Product Certificate of Conformity (PCoC) where the HS code is regulated, and requests a Shipment Certificate of Conformity (SCoC) for every commercial shipment before it reaches a Saudi port. Duty is the GCC common external tariff on the CIF value, plus 15% VAT. The factory supplies the product data and documents; the Saudi side holds the account.
This guide comes from ellda mobilya, a furniture manufacturer in Kayseri, Türkiye, producing sofa sets, corner sofas, bed base sets and mattresses since 2010. It is written for the people who often run a Saudi order without reading Arabic: sourcing agents, trading companies in Dubai or Europe, hotel and residential fit-out buyers and the logistics teams behind them. For the general process from enquiry to delivery, start with our hub guide on importing furniture from Turkey.
Last verified: 26 October 2026, against SABER and the US International Trade Administration Saudi tariff page. Saudi procedures change often; confirm every step with your customs broker before you order.
Why Saudi Arabia needs its own plan
Saudi Arabia has become one of the fastest-growing markets for Turkish furniture. According to a statement by the Turkish furniture industry association TAİF reported by Türkiye Today, exports to Saudi Arabia grew by more than 200% in 2025. That is a sector figure from an association statement, not an independent statistic, and it says nothing about any single factory.
What makes the market different is procedural. In most destinations conformity is checked at the border or only for listed goods. In Saudi Arabia it is tied to each shipment through one electronic platform linked to customs, so the conformity file must be ready while the container is still in Türkiye. Buyers who treat Saudi Arabia like another Gulf port usually discover this at clearance.
Who does what when you import furniture to Saudi Arabia
A Saudi order often involves four parties, and most delays come from unclear roles. This is the split that works:
| Party | Responsibility |
|---|---|
| Saudi importer of record | Holds the SABER account, requests the PCoC and SCoC, pays duty and VAT |
| Agent or trading company | Selects models, coordinates the order and keeps the product data consistent across documents |
| Conformity body (SASO-notified) | Reviews the product file and issues the PCoC where required |
| Factory | Supplies product descriptions, materials, photos and the commercial documents; packs and loads |
| Customs broker | Confirms HS codes, duty rates and the final clearance file |
If you are an agent outside Saudi Arabia, the key point is that you cannot hold the certificates yourself. Agree early which Saudi company will be importer of record, and use its exact name and commercial registration on the invoice from the first draft.
PCoC and SCoC in plain terms
A Product Certificate of Conformity (PCoC) covers a product model. It is issued by a conformity body for products whose HS code falls under a Saudi technical regulation, and once issued it supports repeat shipments of the same product. A Shipment Certificate of Conformity (SCoC) covers one consignment with its quantities and is needed for every commercial shipment, regulated or not.
SABER lists the platform fees as 500 SAR for registering a product certificate and 350 SAR for issuing a shipment certificate, both excluding VAT, and a notice on the platform says SCoC validity was extended from 60 to 90 days. The conformity body charges its own fee on top; it is not published and varies by body.
Is upholstered furniture regulated?
We have not found a Saudi technical regulation written specifically for upholstered furniture. The SASO textile regulation can reach articles made of at least 80% textile by weight, according to UL's summary, and it became mandatory on SABER at the end of 2019.
A sofa with a wooden frame and foam rarely reaches that textile share, but loose cushions, mattress covers or textile-heavy pieces may behave differently. Neither the factory nor the agent decides this. The answer comes from the HS code of each item and what SABER shows when the importer registers it.
Worked example: one mixed order, four HS lines
Say a trading company is buying for a furnished-apartment project in Riyadh: living-room sofa sets, a few corner sofas for larger units, storage bed bases and mattresses. On paper it is one order. For customs and SABER it is four product lines, each with its own HS code:
- Sofa sets and corner sofas: upholstered seats with a wooden frame, usually a 9401 heading.
- Bed bases: usually classified as furniture under 9403, though storage bases with an upholstered surface are worth checking.
- Mattresses: 9404, a separate heading with its own rate and its own SABER registration.
- Headboards and loose items: classified on their own if invoiced separately.
The practical lesson: send the full line list to your broker before you confirm the order, not after loading. If one line turns out to need a PCoC, you want to know while the models can still be adjusted.
Duty and VAT
Saudi Arabia applies the GCC common external tariff, at least 5% for most goods imported from outside the GCC, calculated on the CIF value, and VAT at 15%, according to the US International Trade Administration (page updated May 2026). In 2020 Saudi Arabia raised duty on more than 2,000 tariff lines, furniture among them, as summarised by PwC Middle East, so an old 5% assumption may be wrong for your codes.
Look up each code in the integrated tariff published by ZATCA and have your broker confirm the calculation. We do not quote rates here because they are set per code and change.
Document checklist to import furniture into Saudi Arabia
- Commercial invoice with the importer of record's exact name and commercial registration, catalogue model names and a clear description per line.
- Packing list with package count, dimensions and weight per model.
- Certificate of origin showing Turkish origin; ask your broker which form is accepted.
- Bill of lading for the container.
- Product data for the conformity body: descriptions, materials and photos per model, matching the invoice wording.
- SCoC issued for this shipment before arrival.
The most common clearance problem is a mismatch between the invoice and the SCoC: a model renamed, a quantity changed after the certificate was issued, or a different importer name. Freeze the model list and quantities before the SCoC request.
Routing: Jeddah, Dammam or via the UAE
Containers from Türkiye reach Jeddah Islamic Port on the Red Sea through the Suez Canal, or King Abdulaziz Port in Dammam on the Gulf; Riyadh is usually served from Dammam. Some traders route through a UAE hub for consolidation. Whichever route your forwarder chooses, the goods still enter Saudi Arabia under a Saudi importer and need an SCoC for that entry. Upholstered furniture fills a container by volume long before weight, which our guide on mixed container shipping explains.
How ellda mobilya works with Saudi orders
We produce in the Kayseri Organized Industrial Zone on a 10,500 m² production area. Main sofas in our sets range from 220 to 295 cm wide, which suits large majlis-style living rooms; examples are the Meridyen sofa set and the Mila corner sofa. Bed bases come for 160 × 200, 180 × 200 and 90 × 200 cm mattresses.
Sofa sets, corner sofas, bed bases and mattresses can be combined in one shipment. We pack export orders for long-distance transport and share a loading plan with the quote. We prepare the product information a conformity body asks for; which test reports are available is confirmed in the quote per model and fabric. Price, lead time, minimum quantities and delivery terms are all stated in the quote. We work in English, Arabic and Turkish, and factory visits are possible by appointment. If you are still comparing factories and traders, see how to choose furniture suppliers in Turkey.
Next step
Pick the models from the catalogue, have your broker check their HS codes on SABER, then send the list through our export page with the importer of record and the delivery city. We reply with a quote, a loading plan and the product data your conformity file needs.
