How to import furniture from Turkey to the USA in 2026: duties, rules and documents

US duties on Turkish furniture as of October 2026: Section 232 and 301, the mattress antidumping order, 16 CFR 1640 and entry documents, for importers.

You can import furniture from Turkey to the USA without quotas or special licences, but the duty picture has changed more in the last year than in the decade before it. As of October 2026, wooden-frame upholstered seating from Türkiye carries a 25% Section 232 duty, most other furniture carries a 12.5% Section 301 duty, and mattresses face an antidumping order. Sofa sets, corner sofas and bed bases are the product groups that still make practical sense for most US importers.

This guide is written by ellda mobilya, a furniture manufacturer in Kayseri, Türkiye, producing sofa sets, corner sofas, bed base sets and mattresses since 2010. We are not customs brokers. We wrote it because US buyers ask us the same questions, and the answers are scattered across proclamations, CBP messages and Federal Register notices. For the general sourcing steps (shortlist, quote, samples, packing), read our hub guide on importing furniture from Turkey. This page covers what is specific to the United States.

What duty applies when you import furniture from Turkey to the USA?

Last verified: 19 October 2026. US tariffs on furniture have changed several times in the past year, so treat this section as a snapshot and confirm the current rate with your customs broker before you place an order.

The total duty on a Turkish shipment is built in layers: the normal (MFN) rate in the Harmonized Tariff Schedule, plus any additional duty that applies to the product or to the country of origin. The layers that matter for furniture from Türkiye are these:

Section 232 on upholstered wooden seats

The Section 232 duty on timber, lumber and their derivatives took effect on 14 October 2025 at 25% for upholstered wooden-frame seating. A proclamation of 31 December 2025 moved the planned increase to 30% to 1 January 2027. Countries that reach an agreement with the US can be treated differently; we found no such arrangement for Türkiye at the time of writing.

For a buyer, the practical meaning is simple: a wooden-frame sofa, armchair or corner sofa from Türkiye pays this duty on top of its MFN rate. Whether a particular piece is classified under 9401.61 or elsewhere (a sofa bed, for example) is a classification question for your broker.

Section 301 and how it interacts with Section 232

From 24 July 2026, the US applies an additional Section 301 duty to goods from 60 economies after its forced labor investigations. Türkiye is in the 12.5% tier. CBP's guidance describes exclusions for goods already subject to certain Section 232 measures, which suggests the two duties should not both apply to the same upholstered seat. Confirm with your customs broker which of the two applies to each line on your invoice before you calculate landed cost.

Bed bases, headboards and other non-seating pieces are outside the wood Section 232 duty, so for them the 12.5% Section 301 layer is the one to plan around, on top of MFN.

Mattresses from Türkiye: the antidumping order

The US has had an antidumping order on mattresses from Türkiye since May 2021. The all-others cash deposit rate is 20.03%, and the order's scope covers innerspring, foam and hybrid mattresses, including a mattress shipped in a set with a foundation. Commerce found in its expedited sunset review that dumping would be likely to continue (Federal Register, 31 July 2026), and the USITC voted on 13 October 2026 to keep the order in place.

For most US importers this makes mattresses from Türkiye hard to price competitively, because the antidumping deposit comes on top of MFN duty and, depending on classification, other additional duties. Sofa sets, corner sofas and bed bases are the more practical product groups. Confirm the classification of anything bedding-related with your broker, and check the current cash deposit rate, since administrative reviews can change it.

Flammability: what 16 CFR 1640 requires

16 CFR Part 1640 is the federal flammability standard for residential upholstered furniture. It adopted California's TB 117-2013 smoulder test as a national rule, took effect on 25 June 2021 and has required a permanent compliance label from June 2022 (Federal Register, 9 April 2021, CPSC FAQ). It applies to upholstered seating made in or imported into the US, whatever the country of origin.

You will see older articles that call it a 2025 rule; it is not. The point for an importer is that every upholstered piece you bring in has to meet the test and carry the label, and that requirement belongs in the purchase order, not in an email after production.

When you send an enquiry for the US, state 16 CFR 1640 as a requirement and name the pieces it applies to. At ellda, what can be supplied against that requirement is confirmed in the quote. Do not assume any supplier's standard export product is labelled for the US market.

Which documents does a US furniture entry need?

CBP's basic import guidance sets out the entry process; your broker files it. For an ocean container of furniture from Türkiye, expect:

  • Commercial invoice with a full description of each piece, HTS code, country of origin, unit value and quantity.
  • Packing list that matches the invoice line by line and shows cartons per piece.
  • Bill of lading issued by the carrier or forwarder.
  • Importer Security Filing (ISF, also called 10+2), which CBP requires before ocean cargo is loaded at the foreign port (CBP ISF page). Your broker needs the supplier's details and the container stuffing location from you early.
  • Customs bond and entry filing through your broker.

Ask your broker whether the Lacey Act plant declaration or TSCA Title VI formaldehyde rules apply to any wooden or composite parts in your order. Both questions come up with wood furniture and are easier to answer before shipment.

What still makes sense to ship from Türkiye to the US?

Freight from Türkiye to the US East Coast is a long lane, and upholstered furniture fills a container by volume long before it reaches weight limits. That favours products where the design, size or fabric choice is hard to find locally.

  • Sofa sets and corner sofas. They pay the Section 232 duty, so the case rests on design and specification. Our sofa sets range from 220 to 295 cm in sofa width, and corner sofas such as the Zirve corner sofa (310 × 310 cm) suit open-plan US living rooms.
  • Bed bases with headboards. Storage bases and tall upholstered headboards are a strong Turkish product type. Note that our bed base sets are built for metric 160 × 200, 180 × 200 and 90 × 200 cm mattresses, while US retail sells inch-based Queen and King sizes. Discuss sizing in the enquiry before you plan a range.
  • Mixed containers. A mixed container is one load that combines several product groups. Pairing a few sofa sets with bed bases lets a US store test more than one category in a single shipment.

How ellda mobilya works with US buyers

We produce in our own factory in Kayseri Organized Industrial Zone, with a 10,500 m² production area. Sofa sets, corner sofas, bed bases and mattresses can be combined in one shipment, and export orders are packed for long-distance transport with a loading plan shared with the quote. You can see how production runs from quote approval to packing.

Price, lead time, minimum quantities, delivery terms and what can be supplied for 16 CFR 1640 are all stated in the quote, because they depend on your models, fabrics and destination. We communicate in English, Arabic and Turkish, and buyers can visit the factory by appointment.

Frequently asked questions

01What is the tariff on furniture imported from Turkey to the US?

As of October 2026, wooden-frame upholstered seating pays a 25% Section 232 duty on top of its MFN rate, rising to 30% on 1 January 2027. Most other furniture from Türkiye pays a 12.5% Section 301 duty on top of MFN. Confirm the rate for each HTS line with your customs broker.

02Do Section 232 and Section 301 duties both apply to a Turkish sofa?

CBP's Section 301 guidance excludes goods subject to certain Section 232 measures, which suggests they should not both apply to the same upholstered seat. Ask your customs broker to confirm before you calculate landed cost.

03Can I import mattresses from Turkey to the US?

You can, but mattresses from Türkiye are under an antidumping order with a 20.03% all-others cash deposit, continued after the USITC vote on 13 October 2026. For most importers this makes them hard to price competitively, so sofas, corner sofas and bed bases are the more practical groups.

04Does Turkish upholstered furniture need a 16 CFR 1640 label?

Yes. Residential upholstered furniture imported into the US must meet 16 CFR 1640 (the TB 117-2013 smoulder test) and carry a permanent label. State the requirement in your enquiry so it is confirmed in the quote.

05Which documents does a furniture shipment from Turkey to the US need?

A commercial invoice, packing list and bill of lading, plus an Importer Security Filing (10+2) before the container is loaded and an entry filed by your customs broker under a customs bond.
